Commons disagreement to Lords amendment 1 debated and agreed to on division (274 to 198). Lords amendment 2, discussed with Lords amendments 3, 12,13 and 19 to 27. Agreed to on question. Lords amendment 3. Agreed to on question, with Commons financial privileges waived. Lords amendment 4, discussed with Lords amendments 5 to 8, 9 and amendment (a) thereto, 10, 11, 14 to 18 and 28 to 38. Agreed to on question. Lords amendments 5 to 8. Agreed to on question. Amendment (a) proposed to Lords amendment 9. Negatived on division (214 to 277). Lords amendments 9 to 38 agreed to, with Commons financial privileges waived in respect of Lords amendments 9 to 13, 15 to 23, 27, 29, and 32 to 38. Motion that a Committee be appointed to draw up Reasons to be assigned to the Lords for disagreeing to their amendment 1. Agreed to on question. Reasons Committee reported its reason to the House and this was agreed to on question. Message to the Lords to communicate the said Reason, with the Bill and amendments.
