Could it not be argued that the noble Lord is making a case for regulation of app stores? Let us take the example of

Apple’s dispute with “Fortnite”, where Apple is deciding how it wants to police things. Perhaps if this became a more regulated space Ofcom could help make sure that there was freedom of access to some of those different products, regardless of the commercial interests of the people who own the app stores.
