The noble Lord cannot get away with that. When Parliament is dissolved, as distinct from being prorogued, the House of Commons does not exist and everyone must seek election or re-election to it. As the noble Lord knows only too well, there are occasions when Members of Parliament lose their seats—so of course it is right that they

should have a vote for somebody in Parliament when there is no House of Commons. He is really not giving the argument the justice it deserves.
