I am grateful to the Minister for that explanation. With regard to the other examples that she has found over the weekend, showing that the law is not targeted at Gypsy, Roma and Traveller people, is it not the case that under the Equalities Act the law should not disproportionately impact on any

particular community, not that they should not be the sole focus? Therefore, if the changes as drafted would disproportionately impact on the Gypsy, Roma and Traveller communities, would that still not be contrary to the Equalities Act?
