The Minister went into exactly the sort of detail we were looking for. I stress that I am not hostile to the concept of a cap, but I will reduce this to very simple terms. If I were to suffer—no, I am nowhere near that rich. If Glasgow were to suffer an event that substantially exceeds the cap, can it reasonably expect that the excess above the cap will be met by the Government?
