75: After Clause 3, insert the following new Clause—

“Duty of the Secretary of State

(1) The Secretary of State must promote the rights and well-being of children and young people in England mentioned in section 1(2).

(2) In this section—

“rights” means—

(a) the Convention rights within the meaning given by section 1 of the Human Rights Act 1998;

(b) the United Nations Convention on the Rights of the Child; and

(c) other human rights;

“well-being” means—

(a) physical and mental health and emotional well-being;

(b) protection from harm and neglect;

(c) education, training and recreation;

(d) the contribution made by a person to society;

(e) social and economic well-being.”
