I am sorry to prolong the sitting, I am very reassured by what my noble friend said about looked-after children not suffering as a consequence but my specific question was about children with special educational needs and disabilities. I wonder if she could write to me to provide that reassurance that local authorities’ duty of care to them is dealt with in other legislation so that there is that balance.
