Before the noble Lord withdraws his amendment, casting back to the Children Act 2004, one agency that was excluded was the Immigration Service. On the duty for all agencies to work together to secure the welfare of children, I am not sure that the Act was successful by excluding that service. In his letter to the noble Lord, Lord Warner, perhaps the Minster can make clear whether that is the case.
