My Lords, what the Minister has said is quite complicated. There are a number of different schemes and it is not easy to sort out all the implications of what he has said. I will pick him up on one point, though. The Minister said that people cannot travel here to claim asylum. I remember that the British Government brought in some 4,000 Bosnians from the Serb camps.
