Cities and Local Government Devolution Bill [HL]

At what point in a mayoralty would a non-constituent authority become a constituent authority? How many elements of the combined authority’s functions would a non-constituent authority have to share in order for it to become a part of a combined authority? That presumably means that

the mayor of the combined authority would be taking decisions or influencing decisions of the combined authority that were outwith the electorate of this non-constituent local authority. Am I right on that?
