I have argued in the past that all the electoral arrangements, including this one, should be devolved to the Assembly, but I am less inclined to accept the latter part of my noble friend’s submission that there should be a two-thirds majority. It would not be a two-thirds majority but a one-third blocking minority, so it would be minority rule. Given the fact that under the current system a third of the
seats are on the list, I suspect that nobody on the list will vote for any change. On the whole, we should let the Assembly makes its own decision on this. I therefore wholly accept the view of my noble friend. I beg leave to withdraw the amendment.
