Wales Bill

I fully support the noble Lord’s desire and call for a royal commission but royal commissions do not always achieve what they set out to achieve. I was fortunate enough to be a member of the royal commission on the House of Lords, chaired by the noble Lord, Lord Wakeham. We came into that commission with totally divided views and we ended it unanimously in favour of a particular scheme, which we all know has not been settled and we have had virtually no reform since then. The fact of the matter is, I am afraid—we have only to look at the reform of the House of Lords in particular—that, historically, changes in this country take place

incrementally due to particular pressures at the time. That is the particular genius of our political system, whether we like it or not. I fully support the royal commission; we should have one, but should not think that it will necessarily solve anything, even if people are agreed on it.
