Ivory Bill

Am I right to say, as a summary of the position of those involved in the antiques trade, that

they find that the Bill is tough but fair, and that they would not like it tightened up any further? For speed, should we advise those in the other place not to spend too much time changing the Bill? Speed is of the essence in getting it through before the conference.
