For all the differences between me and the hon. Lady, I totally understand the importance that she attaches to section 40 and the issue of costs. I join her in wanting to scrutinising them very carefully and there will be ample time to do so, but may I gently say to her that it would be wrong and irresponsible to hold up, let alone frustrate, this Bill on account of those legitimate concerns, which can be dealt with separately and discretely?
