The franchise would not change the Wales boundaries if we had a different model. We have a model in Wales, Dwr Cymru Welsh Water, which is not for dividend, and which the Secretary of State fully supports. What is the difference between having our water run by a not-for-profit organisation, and having our railways run in that way?
