I am sure that the Secretary of the State and the Minister will be overjoyed to hear that the Liberal Democrats will join the Conservatives once

again—just like in the previous five years. It was remiss of me not to congratulate my parliamentary neighbour on becoming the new leader of the Welsh Liberals and the last man standing—or last person standing, I should say—in the Welsh Liberal party. Was I hearing Liberal-speak when the hon. Gentleman said he was glad to have a provision for devolving the Welsh Assembly, but not to have a mechanism included? Surely the Liberals would nowadays want to give people the democratic rights that they should have.
