Consideration of Lords message. Madam Deputy Speaker announced Lords amendments 47B and 47C engaged financial privilege, and that Mr Speaker had asked the Procedure Committee to inquire into the so-called privilege reason, with the Clerk preparing a memorandum for its consideration. Madam Deputy Speaker informed the House that five of the motions relate to Lords amendments certified as relating exclusively to England, and one both to England, and to England and Wales. Lords amendment 10B disagreed to on division: for all Members (289 votes to 206), and Members representing qualifying constituencies (England), (273 votes to 176). Lords amendments 47B and 47C disagreed to on division (motion certified as relating exclusively to England): all Members (291 votes to 203), and Members representing qualifying constituencies (England), (275 votes to 174). Commons amendment 97A insisted on and Lords amendment 97B disagreed to (motion certified as relating exclusively to England). Agreed to on question. Commons disagreement to Lords amendment 108 insisted on, with amendment (a) in lieu proposed. Agreed to on division: all Members (292 votes to 205), and Members representing qualifying constituencies (England), (276 votes to 175). Commons disagreement to Lords amendment 110 insisted on, with amendment (a) in lieu proposed (motion certified as relating exclusively to England for amendment (a), and certified as relating exclusively to England and Wales in respect of Lords amendment 110). Lords amendment 109B agreed to (motion certified as relating exclusively to England). Motion that a Committee be appointed to draw up Reasons to be assigned to the Lords for disagreeing to their amendments. Agreed to on question. Committee reported Reasons and these were agreed to. Message to the Lords to communicate said Reasons with the Bill and amendments.
