My hon. Friend has a great deal of knowledge and expertise on these issues. The other place set a very unfortunate precedent in disregarding the post-war Salisbury convention and considering it appropriate to decide that the British public were wrong to re-elect the Government on a manifesto commitment to undertake the proposals that he has elucidated.
