The comparators are between the absolutely numerical reduction at Peterborough and the reduction among a comparable group at a prison elsewhere in the country. The 20% figure, which is the highest, refers to the number of further crimes committed by the cohort, while the lower figures show the overall reduction in the absolute rate of reoffending—the binary rate.
