Does my right hon. Friend agree that there has been too much social experimentation between the private sector and some public sector organisations, such as the probation service? In industry, for example, if a company were bringing in a new innovation, they would have a pilot scheme either to silence the doubters or to answer them. I agree that we should have a pilot scheme on this. It is far too dangerous to deal with it in the abstract.
