I do not think that anyone in the House would dispute the fact that the probation service does an excellent job. However, during the last 10 years of the previous Government, the cost of running the service rose by 70%. The hon. Lady says that she does not disagree with the use of private providers or with the aims of the Bill. Can she explain how on earth would it be possible to realise those aims without taking these steps?
