Order. I am rather surprised to see the hon. Gentleman standing. He has not been in the Chamber for most of the debate and he did not seek to speak before the Minister gave his response—in detail and at length—to the questions that were raised. As a member of the Panel Chairs, the hon. Gentleman is fully aware of the courtesies of the House, so I am sure he will agree with me that we should now give the concluding remarks to the Member who moved the Second Reading motion on this private Member’s Bill. I am sure that the hon. Member for Christchurch (Mr Chope) would not want to show any discourtesy to the House, would he?
