I shall sidestep that question at present and return to it later, because I first want to listen to the Minister's winding-up speech. As I want to ensure that he has adequate time, I shall conclude my remarks as swiftly as possible. I could, however, initiate a brief yah-boo interlude, such as by saying that the previous Government got rid of community health councils. Many people look back at the era of CHCs as the halcyon days of independent scrutiny of local provision. In creating local healthwatch, we should as far as possible mirror, and learn from, the excellent services provided by the CHCs.
