Protection of Freedoms Bill

With the leave of the House, I shall briefly respond to the hon. Lady's two points about trafficking. On the first point, about the requirement for a rapporteur under article 19 of the EU directive, we still take the view that the requirement can be met through the inter-departmental ministerial group, but we recognise that the group needs to be reviewed to ensure that it can perform the rapporteur function effectively, and its next meeting, in April, will do just that. It is also important for me to make it clear that the directive does not stipulate that the national rapporteur or equivalent mechanism be independent of government, but the Government fully recognise that in signing up to the EU directive we must comply with the requirements therein. In response to the intervention from my hon. Friend the Member for Wellingborough (Mr Bone), I can confirm that it is intended that there will be an annual report on the group's activities in that regard. I hope that that is helpful to him.
