Is my right hon. Friend concerned about the disproportionate number of black and ethnic minority people whose records are kept and the disproportionate number of young people who are pulled in for questioning because of incidents in the street and although often no charge is made, their DNA is kept, and they are then under some form of surveillance? Does he think that that is very damaging to their relations with the police?
