I absolutely agree with my hon. Friend—I take his point and I support his amendment—but there is one thing that I still do not understand. The clause that he wants to delete states that someone"““commits an offence if…he gives a false or inaccurate name or address””," and would be liable to conviction and a fine. If his amendment is not accepted and someone gives a false name and address, how on earth would they be found out in order for a fine to be imposed?
