Education Bill

My Lords, I thought we were voting. I wish to speak to Amendment 61D standing in my name and the names of the noble Lords, Lord Puttnam and Lord Knight. It is rather odd that we have just had a debate about an issue that has divided opinion since the establishment of early state education with the Forster's Act of 1870 and we still have an enormous amount of confusion as to whether the debate on this amendment is beginning.
