Simply because the curve produced by the self-same Home Office as produced the Bill demonstrates what the former Home Secretary, my right hon. Friend the Member for Kingston upon Hull West and Hessle (Alan Johnson), said: that there is a clear mathematical relationship and in six years we have a way of dealing very neatly with a substantially greater number of potential criminals than the three-year period offers.
