The purpose of us coming along here today is to discuss this and get explanations from the Minister, who presumably had a very extensive briefing before coming along, and presumably inquired of her officials these kinds of questions. She must have anticipated that they would come up. RPI is being charged to the student when they have to pay the Government, but CPI is being applied when the Government pay me and other retired people. So it is all right that when you take money from other people you charge RPI but, when you give increases to people to pay for all the extra costs of energy and everything else, it is only CPI. Would the Minister take a minute to explain?
