Education Bill

Proceeding contribution from Earl of Listowel (Crossbench) in the House of Lords on Monday, 12 September 2011. It occurred during Debate on bills and Committee proceeding on Education Bill.
I thank the noble Baroness for raising this issue, as it has given us an opportunity to learn more about the Government’s intentions. I warmly welcome the purpose of the clause, which is to allow an extended offer of high-quality early years care in nurseries attached to schools. We all know how important high-quality early years care is in regard to outcomes for children, so this is welcome news. Particularly in nurseries attached to schools one finds a high level of stability in the staff, with turnover being only about 4 or 5 per cent, compared with in the region of 15 per cent in some day centres. That is also very welcome. I also thank the noble Baroness and the Minister for their correspondence on early years, which I appreciated. Clause 47 agreed. Clause 48 agreed.
