Will the Secretary of State clarify an issue to do with the Secretary of State's powers to intervene in the event of failure? I am thinking in particular of the reports about freedom of information requests that appeared in The Guardian newspaper earlier in the week, which said that Department of Health officials had been in discussions with Helios about a potential transfer of between 10 and 20 NHS hospitals to the private sector. Is that a scenario in which the Secretary of State would use his powers?
