My Lords, my Amendment 139A states: "““In considering whether to accept a community nomination, a local authority must be satisfied that the person or body making the nomination has demonstrated that it has the intention and capacity to be treated as a potential bidder should a relevant disposal be entered into””."
The requirement of intent is important, ensuring that persons or bodies on the list are serious possibilities, thereby avoiding frivolous or vexatious nominations.
