I bet the noble Lord’s pardon: that is right. I withdraw my last remarks and accept the noble Lord’s amendments to my comments. However, whatever we have in the regulatory framework, the key thing is that the minimum should be prescribed and that whatever is prescribed should be done in conjunction with the Local Government Association and subject to affirmative resolution.
