Localism Bill

My Lords, this is another case of local authorities having the power to do anything they like except what the Secretary of State decides they should not do. It is on a simple point of principle that this amendment is moved. I regret very much that the Minister and his noble friends do not seem to grasp the inconsistency inherent in their position, but so be it. Clause 30 agreed. House resumed. Moved by
