56: Clause 17, page 10, line 16, at end insert— ““( ) Before making an order under subsection (1)(c), the Secretary of State must obtain a certificate from the government actuary stating that in the actuary’s opinion, the allocation of assets between the different sections is appropriate having regard to the liabilities and obligations of each section.””
