The hon. Gentleman has referred several times to the Public Bill Committee's report, but I wonder whether he has also seen the excellent report from the Select Committee on Scottish Affairs, in which the Minister is recorded as saying:"““That makes it very clear that there are very limited circumstances in which there could be more than one universal service provider.””"
However, if the Government are really committed to the relationship, why leave any gaps in the Bill at all?
