The Minister will be aware that Lord Wallace of Tankerness said that"““the general presumption is that where a licence is requested to pay for legal costs, it will be granted.””—[Official Report, House of Lords, 6 October 2010; Vol. 721, c. 174.]" Does the Minister think there any circumstances in which a licence would not be granted to cover legal costs?
