Parliamentary Voting System and Constituencies Bill

I will deal straight away with the remarks of the right hon. Member for Knowsley (Mr Howarth). This is not a perfect Bill—I am not pretending that it is—but it is a good Bill, and the two things that it does needed to be done. First, we needed to give the British people a chance to improve the electoral system. The alternative vote is not a proportional system—I have never claimed that it is—but it has two advantages that our current system does not have. I appeal to anybody who is a progressive politician in any party to come to the view that we should support a system that, yes, keeps single-Member representation, but sends us here with a majority of support from those of our electorate who vote—
