My hon. Friend is entirely right, and that point has been clearly made during the debate. We know that that is the reality. Debates on national elections in Scotland and Wales, and elections in Northern Ireland, will be swamped in the general UK media by discussion about the referendum on the alternative vote. The hon. Member for Corby (Ms Bagshawe) was right constitutionally and technically to say that such matters, with the exception of a couple, are reserved. First, the UK Government have generally agreed through their various protocols with the devolved Administrations to consult on matters directly affecting them, and protocols exist in the civil service to enable those consultations to take place, but they are being abandoned because of the desire of he who shall not be named to meet the deadline to enable the measure to be rushed through.
