My hon. Friend, and near neighbour, is absolutely right about that. Interestingly, the Scottish Executive have made direct representations to the Secretary of State for Scotland about the statutory instruments, as has the convener of the Local Government and Communities Committee in the Scottish Parliament. So it was a bit disappointing to see the reply from the Under-Secretary of State for Scotland , which said:"““I would however like to personally reassure you that Scotland Office officials are working closely with the Cabinet Office; the Electoral Commission; the Interim Electoral Management Board for Scotland; and electoral administrators to ensure that both the referendum and the Scottish Parliament election will run smoothly on 5 May next year.””" I do not think that that represents the respect agenda originally referred to by the Prime Minister, and it does not really represent new politics either. I fully understand that the hon. Members for Somerton and Frome (Mr Heath) and for Forest of Dean (Mr Harper) complained bitterly about the way in which we introduced legislation, but introducing it in a way that does not allow amendments to be properly considered in a timely fashion or in the proper order is a ludicrous way of doing business.
