It is neither A nor B—in fact, it is C. It is a new creation. The franchise for the AV referendum will be, broadly speaking, the same as that for a general election—that is, it will not include EU citizens—but will include, rather exceptionally, peers, including a peer who is able to have that vote only by virtue of their having a business interest in the City of London. A particularly bizarre franchise has been invented, which is why we tried to amend some of the elements of it in a previous discussion. My hon. Friend the Member for Wrexham (Ian Lucas)makes a good point. In many polling districts, the register will be substantially different. In Newport, for instance, 1,000 voters will be able to vote in the Assembly elections but not in the referendum. I am not sure how many voters will be able to vote in the referendum but not in the Assembly election by virtue of their being peers.
