Academies Bill [Lords]

There are two issues there. First, in the past it has depended on the number of academies. With all these arguments, there is a critical mass issue. If enough academies go and take their funding with them, it will no longer be possible for organisations, whether the local authority or some other body, to provide that service to the standard required.
