Academies Bill [Lords]

I am grateful to the hon. Gentleman for his warm welcome. As he says, we go back a long way, and as he knows, I have a great deal of respect for him. We will discuss inclusion when I have a chance to speak at greater length. As I know that, rightly, you will not allow me to do that now, Mr Caton, let me simply say that the statementing process is critical to all this. A statement must be clear about the detail of needs, because the specificity of its analysis bears a direct relationship to the extent to which we can quantify and deal with those needs. Historically the standard has not been good enough, but the Government will consider it carefully in the light of what the hon. Gentleman has said.
