The hon. Gentleman is even-handed, for which I thank him. I direct him to clause 5, which deals with consultation on conversion. Subsection (1) states:"““Before a maintained school in England is converted into an Academy, the school's governing body must consult””."
It includes the word ““must””. Has he looked at the version of the Bill that came from the other place?
