That is our intention. The Chancellor has made it clear that we have no intention of reconsidering the zero ratings for food or children's clothes. There are occasional border disputes regarding goods that are zero-rated and those that are fully rated, but on the fundamental question of zero-rating we have made it absolutely clear that we do not intend to revisit those areas.
We are also increasing the personal allowance on income tax.
