Canterbury City Council Bill

I am grateful to my hon. Friend for his intervention; I was actually coming round to that view myself. The interventions have been most helpful, and it does show that argument in this House can win the day. I have to commend the Liberal Democrat Minister; I think he is almost now a Tory Minister, given the way he is performing. He is doing exceptionally well. I point out, just so the House knows, that it is a credit to this coalition Government that there is no whipping on this side of the House. We are entirely free to do what we wish—on almost everything, but certainly on tonight's business. That is in contrast with what happened in the last Parliament, on occasion, when private business was discussed here, when I felt that the heavy hand of the Government Whips was behind some of the things that happened.
