My Lords, perhaps I may say how thrilled I am that I have thrilled the noble Earl. I have to agree with him that this is a matter that needed considerable discussion—I will go that far with him—but I do not want anyone to be under any misunderstanding: the Government party is committed to a referendum on alternative voting.
