I should like to make one preliminary remark. The right hon. and learned Member for Sleaford and North Hykeham (Mr. Hogg) referred to the question of whether Governments were of good faith or not. I think that it is an assumption in this House that all Members are people of good faith. There has been an excess of suspicious minds on this clause today. We are intent on ensuring that more of the power that has thus far resided with the royal prerogative is transferred to Parliament. That is the bottom line.
