We watched the proceedings, and the construction of what followed, with some bemusement; we have seen the difficulties in which the treaty has placed Home Secretaries, and have seen that it raises questions of equity. I rose not only to support the amendments, but to agree with the contention of my right hon. and learned Friend that it is necessary to establish, by expressing a view on the Floor of this House, that the matter is one that the House of Lords should look at most carefully.
