Honestly, the clause does not allow that. The hon. Member for Somerton and Frome (Mr. Heath) first seemed to suggest that the Government could just override the House of Commons, but the second time that he made the point he correctly said although the Government may bring the treaty back, it would still require the consent of the Commons.
